Money stolen from the elderly

My Grandparents needed their fridge fixed as it stopped getting cold.
They phoned a guy Chris - 078 596 4549 (Who has advertised in the local newspaper for repairs) He came to fix the fridge. He replaced the thermostat and charged them R 1400 cash.
The next day we phoned Chris to say it is still not working, He advised he will come the following day to have a look, which he did not do. Every day since the incident happened we phoned him and he says he will come but NEVER Comes. Yesterday I phoned again and said if he isn't going to come fix it then I want my money back. He made some excuse and said I will not get my money back because I raised my voice.
I told him I will report him to the police if we don't get our money back... his response was - "Do what you want"
It is disgusting that old people get taken advantage of when they have so little money as is. R 1 400 for them is a whole months groceries that they now don't have
